Official Diablo 4 system requirements
Blizzard released the long-awaited Diablo 4 PC requirements [1] on Battle.net's Support section. These PC specs are for the final game, set to be released on June 6, 2023; however, Blizzard notes that it reserves the right to change them before that time (probably not by much, though).
Minimum PC requirements
The PC hardware required to run Diablo 4 on minimum (or low) graphics settings (i.e., 30fps on 1080p resolution) is:

Very High graphics settings requirements (4k?)
With Diablo 3, Blizzard only released PC hardware recommendations [2] for low and medium graphics settings; therefore, it's unlikely to post them for Diablo 4. Instead, check back here for some player-based tests on Diablo 4's Very High settings, when they're able to be performed. Also, check back for what the Very High graphics options include (e.g., 4k, anti-aliasing, and shadow quality).

Fastest GPU
As of March 2023, the top GPU by performance is NVIDIA's GeForce RTX 4090, albeit pricey and hard to find. However, AMD's Radeon RX 7900 line is no slouch, and noticeably cheaper.

Granted, these are the best graphics cards money can buy, and Diablo 4's GPU requirement is much lower, but if you want to ensure max settings, you can't go wrong with any of the cards above. Given current supply chain issues, the top half of the list may be hard to find in stock.
Fastest CPU
While a GPU will have the greatest impact on running Diablo 4 on max settings, a processor is also important. Below are the fastest CPUs (under $1,000) on the market today:
Ray tracing not supported at launch
Blizzard says that Diablo 4 won't launch with ray tracing, a lighting technology supported by modern GPUs that makes light look more realistic (e.g., better illumination, reflections, and refractions). That said, the feature may come later, during a Season or expansion. Lastly, it's unknown at this point whether Diablo 4 supports 4k resolution, which may aid the ray tracing.
