Official: Diablo 4 is regionless
During a December 2022 press blitz, Blizzard confirmed that Diablo 4 is regionless [1]. This means that regardless of which country you reside in, you'll be able to play with anyone in the world:

How does regionless interact with cross-platform?
The fact that Diablo 4 is regionless bolsters the effect of cross-platform play, which allows players on different platforms (e.g., PC, PlayStation, and Xbox) to play with each other. For example, someone in Japan using a PC could party with a German player playing the game on PlayStation 5.
