How to change Diablo 4's language
Players can change the game's subtitle language under: Options > Accessibility > Subtitles > Text Locale.
Blizzard's coverage of global languages
Blizzard primarily chooses which languages to support based on a language's number of speakers (both native and second-language) and the ease to support the game in the countries the language is spoken in (think political, legal, and workforce obstacles).
Looking at data on the world's top spoken languages [3], Blizzard's typical supported languages reach roughly half the people in the world (57%).

In-game fictional languages
The world of Sanctuary is filled with many types of people, some of which may have their own fictional language in the game. One, the Triune, found in the desert region of Kehjistan, leaves its cultist symbols on the floors and walls of its temples, which may foretell the resurrection of Lilith [4].
Xiphoid has been playing Diablo since the original's release in 1997. He made one of the largest Age of Empires sites in the late-'90s and early-'00s. Now, he runs MythicDrop.com, a premier Diablo 4 fansite.
