Confirmed: Level 100
In a June 2022 interview with GameSpot, Blizzard revealed that Diablo 4's max level is 100 [1]:

Finish campaign around level 45
Also, Blizzard gave guidance on what level the average player will be when they complete Diablo 4's story campaign: 45:
"When you finish the campaign, you might be level 45 or something."
Given the size of the game's open world and the end-game features to explore, there should be lots to do post-campaign.

Paragon from level 50 to 100
The new Paragon Board end-game system unlocks for players at level 50. Players get to keep developing their boards (with tiles) up to the max level of 100. This differs from Diablo 3, which has uncapped/unlimited Paragon levels.

Blizzard estimates that most players will have to invest at least 150 hours to reach the max level of 100. Top players like Kripparrian and MrLlamaSC will likely require much less time.

Leveling speed and pacing
On multiple occasions, Blizzard has said that leveling in Diablo 3 was too fast. For Diablo 4, it wants the game's pacing to be slower, but not the point of a grind [2]:
"Of course it's not going to be as fast as Diablo III, right? It's going to be much longer. But how long exactly -- like how long is the campaign experience? How long is the level up system? Say we have the skill point system, the talent point system -- if that's used for 500 hours, that's probably way too much, so we have to calculate what we have and see if the leveling time is enough. If it's not then we have to make some changes. We either have to shorten the time or introduce more systems during level up to make the extra time useful."
